April 10, 2011

TO:
Honorable Rob Eissler, Chair, House Committee on Public Education

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB3506 by Villarreal (Relating to the use of transportation allotment funds by school districts to provide bus passes or cards to certain students.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would direct the commissioner of education to adopt rules providing procedures relating to school district provision of bus passes to certain students.  The rules adoption activity is not anticipated to significantly affect the operating costs of the Texas Education Agency.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.  The bill would authorize school districts to use funding received under the Foundation School Program transportation allotment to purchase bus passes for students who are eligible to use the regular transportation system of the district but for whom the regular transportation system is not a feasible method.
