No significant fiscal implication to the State is anticipated.

Article 1 of the bill relates to financial management for institutions of higher education, including the payments by electronic funds transfers or electronic pay cards, the collection of delinquent obligations, the disposition of small credit balances and the approval of state securities.

Article 2 of the bill relates to electronic signatures, access to electronic and information by individuals with disabilities, interagency contracts for information resource technologies, contracts with institutions of higher education and collection actions by an institution of higher education.
 
Article 3 of the bill relates to payroll deductions for employees of university system or institution of higher education, the definition of dependent under the State University Employees Uniform Insurance Benefit Act, and programs promoting diseases prevention, wellness and health and other employment issues including the establishment of a mandatory employee furlough or work reduction program.

Article 4 relates to the deferred collection of taxes on residence homestead of elderly or disabled persons and reviews by the Higher Education Coordinating Board of higher education construction projects.
 
Article 5 relates to the elimination of  certain requirements relating to membership of certain boards. 

Most institutions indicated that the bill would not have a significant impact. The University of Texas System indicated that several of the provisions would result in savings to institutional funds.


Local Government Impact

No fiscal implication to units of local government is anticipated.
