School districts in counties with populations of 3.3 million or more could realize cost savings under the bill. At present, the only county in Texas with a population that exceeds 3.3 million is Harris County. According to data maintained by the Texas Education Agency, a total of 26 school districts have territory within the boundaries of Harris County. Under the bill, the allocation of expenses for joint elections for affected school districts would be made on the basis of the proportion of precincts in the school district to the total number of precincts participating in the joint election. For precincts located within two or more school districts, proportional election expenses would be determined on the basis of each school district's number of registered voters in the precinct as compared to the total number of registered voters in the precinct.
