No significant fiscal implication to the State is anticipated.

The bill would require fiscal notes on resolutions granting permission to sue the state under the Civil Practices and Remedies Code, sec. 107.002,  and on joint resolutions and concurrent resolutions. The bill would also require Sunset review of "unfunded mandates" that affect political subdivisions.

The bill would have immediate effect upon a two-thirds vote of the members of the Legislature. Otherwise the bill would take effect September 1, 2011.
