The bill is expected to result in additional security and programming cost to the Texas Department of Criminal Justice (TDCJ); however, TDCJ cannot determine the cost at this time.


The bill would amend Government Code, Chapter 493, to require the Department of Criminal Justice (TDCJ) to submit an annual report providing detailed information about its prison population and comparing a variety of factors, including recidivism, between inmates in the general population and inmates in administrative segregation. The bill would require the Legislative Budget Board to include in the Uniform Cost report the cost per day calculation for offenders in administrative segregation.
 
The bill would amend Government Code, Chapter 501, requiring TDCJ to conduct a review of policies regarding the use of administrative segregation, and then to develop a plan to reduce the use of administrative segregation.
 
TDCJ anticipates no significant fiscal impact for the annual report or the development of the administrative segregation plan. TDCJ reports that the costs of additional security precautions and programming for the implementation of the plan cannot be determined at this time.    
 
The Legislative Budget Board anticipates no significant fiscal impact as a result of the bill.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
