No significant fiscal implication to the State is anticipated.
The bill would amend portions of the Parks and Wildlife Code relating to the ownership of a deer. The bill would provide that a deer either purchased by a breeder, or born in the breeder's facility is the personal property of the deer breeder, rather than property of the State, under certain conditions as described. The bill would provide that any individual who releases a deer from a breeder's facility without authorization may be charged with theft. To the extent the bill would amend property rights to deer for individuals and the State, no significant fiscal implication to the State is anticipated. This analysis assumes the effective date of the bill would be September 1, 2011.
