No fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $105,495.


The resolution proposes an amendment to add new Section 47a to Article III of the Texas Constitution, to allow the Legislature by general law to authorize the operation and regulation of gaming activity, including slot machines and casino gaming, at specific locations as provided by law, including horse and greyhound racetracks, destination resort casinos, and the tribal lands of federally recognized Indian tribes.  The gaming activity that is authorized may be made conditional on the approval of voters in local option elections.
 
The Legislature would be required to establish a state agency to administer any gaming activity authorized by this amendment.  The Legislature by general law could dedicate state or local revenues from the gaming activity authorized by this amendment.

Although the gaming activity described would be expected to have a positive fiscal impact, any such implications would depend on the necessary enabling legislation.
 
The proposed amendment would be submitted to voters at an election to be held November 8, 2011.
