TO: | Honorable Joe Straus, Speaker of the House, House of Representatives |
FROM: | John S O'Brien, Director, Legislative Budget Board |
IN RE: | HR2647 by Bonnen (Suspending limitations on conference committee jurisdiction, S.B. No. 652.) |
Other than the Port of Houston Authority, which would be required to reimburse the Sunset Commission for costs incurred for the sunset review process related to their respective operations, it is assumed that costs associated with implementation of the provisions of this bill could be aborbed within existing resources for all remaining agency reviews conducted by the Commission which previously were not in either version of the bill (Railroad Commission, Public Utility Commission of Texas, Electric Reliability Council of Texas, and the regional education service centers.) In addition implementation of the instructions to the Sunset Commission regarding the appropriateness of recommendations for 2013 will not result in any additional costs.
The bill would subject the Port of Houston Authority to sunset review, but not abolishment. Costs identified include salaries for additional full-time equivalent positions (including benefits) to conduct and issue recommendations, as well as travel and production costs and are estimated to be $204,709 in fiscal year 2012 and $74,316 in fiscal year 2013, including 3 FTEs and 1 FTE each fiscal year, respectively.
