LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

April 12, 2011

TO:
Honorable Rick Hardcastle, Chair, House Committee on Agriculture & Livestock

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
SB199 by West (Relating to agricultural projects in certain schools, including the eligibility of nonprofit organizations that partner with schools to receive grants.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Agriculture Code to allow the Department of Agriculture (TDA) to award grants to nonprofit organizations that are partnered with public elementary and middle schools located in large urban school districts to establish a demonstration agricultural project or other projects designed to foster an understanding and awareness of agriculture.  The bill would also eliminate the requirement that TDA cannot award more than $2,500 to a school in a school year for this program.

TDA indicates that any costs associated with the bill could be absorbed within the agency’s existing resources.

The bill would take effect immediately if it receives a vote of two-thirds of all members elected to each house; otherwise it would take effect September 1, 2011.

Local Government Impact

No fiscal implication to units of local government is anticipated.
