LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

April 7, 2011

TO:
Honorable Florence Shapiro, Chair, Senate Committee on Education

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
SB208 by Gallegos (Relating to public notice and forums concerning finalists for the position of superintendent of a school district.), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

Local Government Impact

The bill would require a school district to conduct one or more limited public forums to allow final candidates for a superintendent position to speak and answer relevant questions. The bill would also require that names of final candidates to be released at least 30 days instead of 21 days before a final employment decision by the board of trustees. School districts would incur some administrative costs to conduct and provide notice of the public forums. School districts might incur costs for facilities, notices, and travel expenses associated with the finalists required to appear at public forums. The costs to conduct the public forums, provide public notices, and possibly provide travel expenses to superintendent candidates would vary depending on how many finalists were selected, the locations of such candidates, and the frequency with which a district experienced superintendent hiring actions. Costs are not anticipated to be significant on a statewide basis.
