No significant fiscal implication to the State is anticipated.
The bill would amend the Election Code to allow a voter registrar to remove a voter from a suspense list if the determination is made that a renewal certificate was returned due to a postal service error, address reclassification, or a registrar's clerical error. The bill also would allow an extension of a voter's suspense status based on the event that the person voted after their suspense date and the required change of residence form was not obtained.
The bill would require the Secretary of State (SOS) to adopt rules for a uniform and auditable process regarding a voter’s residence. SOS reported the software would need to be modified to extend a voter’s suspense status, but the costs could be absorbed using existing resources.
