No significant fiscal implication to the State is anticipated.

The provisions of this bill would require each institution of higher education to report to the Texas Higher Education Coordinating Board (Board) the amount spent by the institution on human embryonic stem cell research and adult stem cell research during the year covered by the report and the source of the funding for that research. Not later than January 1 of each year, the Board shall submit to the legislature information regarding the amount of funds spent on human stem cell research submitted by the institutions.

According to The University of Texas Medical Branch at Galveston and The University of Texas Health Science Center at Houston, reporting annual human embryonic stem cell research and adult stem cell activity would require additional resources to meet the provisions of the bill. However, it is anticipated that the institutions would be able to perform the duties as outlined with current resources.

The bill would take effect September 1, 2011.
