IN RE:
SB282 by Zaffirini (relating to eliminating certain reporting, planning, student developmental, and other requirements imposed on the Texas Higher Education Coordinating Board or public institutions of higher education. ), Committee Report 1st House, Substituted
No significant fiscal implication to the State is anticipated.
The bill eliminates certain reporting, planning, student developmental, and other requirements imposed on the the Texas Higher Education Coordinating Board (THECB) or public institutions of higher education. The bill amends Section 51.3062 of the Education Code (Success Initiative) to exclude medical and dental institutions from the reporting requirement under the section of code. The bill also repeals Section 61.086 of the Education Code (Uniform Recruitment and Retention Strategy) which requires the THECB to develop and annually update a uniform strategy to identify, attract, retain, and enroll students that reflect the population of the state. Public institutions are currently required to implement the aforementioned strategy, and, annually report on the manner in which the strategy was implemented. This Bill also repeals Section 61.9685 of the Education Code (Reporting on the Texas Fund for Geography Education) which requires the THECB to provide a report every two years on the Fund status and activities. The bill also repeals Section 2056.011 of the Government Code (Consolidated Public Junior and Community College Plan) which requires the THECB to develop a consolidated public junior and community college stratgic plan. Although there could be some time/effort savings associated with the report eliminations, based on respones from institutions of higher education and the Higher Education Coordinating Board, the savings would not be significant.
Local Government Impact
No fiscal implication to units of local government is anticipated.
