LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION
Revision 1

May 3, 2011

TO:
Honorable Allan Ritter, Chair, House Committee on Natural Resources

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
SB341 by Uresti (Relating to the appointment of a conservator for and authorizing the dissolution of the Bexar Metropolitan Water District; providing a penalty.), As Engrossed

No fiscal implication to the State is anticipated.

The bill would authorize the State Auditor’s Office (SAO), at the request of the conservator of the Bexar Metropolitan Water District (district), to conduct an audit under Chapter 321 of the Government Code. The bill would require the district to reimburse all costs incurred by the SAO.

The SAO reported a financial-related audit would cost an estimated $267,572, including travel expenses. All costs in performing the audit would be reimbursed by the district which would offset all costs incurred by the SAO.

This analysis assumes that the Bexar Metropolitan Water District would request an audit only if sufficient funds were available to reimburse the SAO for all costs.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
