No significant fiscal implication to the State is anticipated.

The bill would require the Department of Agriculture to create a rule relating to the date by which a pest management zone or cotton grower may request an extension of the cotton stalk destruction deadline.

The Department of Agriculture indicates that any costs associated with the bill could be absorbed within the agency's existing resources.

The bill would take effect September 1, 2011.
