TO:
Honorable Robert Duncan, Chair, Senate Committee on State Affairs

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
SB384 by Harris (Relating to the cancellation of the voter registrations of persons who are not United States citizens.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require a written summons for jury duty to notify the person that by claiming a disqualification or exemption based on the lack of citizenship or lack of residence in the county, the person would no longer be eligible to vote in the county. The court clerk would be required to send a list of persons excused or disqualified from jury duty because of citizenship in the previous month to the county voter registrar and the Secretary of State (SOS) and SOS would be required to cancel the voter registration. The registrar would be required to deliver written notice that the person’s voter registration has been canceled and a brief explanation of the voter’s right to challenge the cancellation and to appeal the decision of the registrar or SOS. The bill would take effect on September 1, 2011.
