The bill would amend the Business and Commerce Code to require businesses that sell tires to render certain tires unusable on a motor vehicle according to guidelines included in the bill. The bill would create a civil penalty for violations of the provisions of the bill. The bill would take effect September 1, 2011. The Comptroller of Public Accounts (CPA) indicates the fiscal impact of the civil penalty included in the bill cannot be determined but this analysis assumes the impact would be insignificant. No significant fiscal impact to the state is anticipated.
