No significant fiscal implication to the State is anticipated.
The bill would remove the requirement that the Secretary of State (SOS) keep a register of all state officers in a separate book. The bill also would require SOS to continue to annually compile, amend, and make a list available to the county clerks of states or territories that require a notary public to validate a certificate of an acknowledgement, proof of a written instrument, or a jurat by attaching an official seal, but SOS would no longer be required to send the lists to the county clerks. It is assumed that there would be a small probable savings to the General Revenue Fund since the bill would allow SOS to provide electronic versions of these documents instead of hard copies. It is anticipated that any costs associated with implementation of the legislation could be absorbed within existing resources. The bill would be effective September 1, 2011.
