IN RE:	SB904 by Patrick (Relating to the eligibility of certain citizens residing outside the United States to vote a full ballot.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would allow certain voters residing indefinitely outside the United States to vote a full ballot.  It is anticipated that any costs associated with implementation of the legislation could be absorbed within existing resources. The bill would be effective September 1, 2011.

Local Government Impact

The bill would allow a United States citizen residing outside the United States indefinitely to vote and require early voting clerks to provide notice to applicants under the provisions of the bill that they are only eligible to vote a federal ballot. The form and manner of providing this notice would be prescribed by the Secretary of State.
 
Costs to counties would vary depending on the number residents currently residing overseas who wish to vote and the method of providing notice to be prescribed by the Secretary of State, but are not anticipated to be significant.
