No fiscal implication to the State is anticipated.

The bill would amend the Water Code to exempt a conservation and reclamation district located in at least three counties that has the rights, powers, privileges and functions applicable to a river authority from the requirement of obtaining prior bond approval from the Texas Commission on Environmental Quality (TCEQ).

Local Government Impact

Although a district could more easily issue bonds, no significant fiscal implications are anticipated.

The Sabine River Authority reported the fiscal impact is not anticipated to be significant.
