No significant fiscal implication to the State is anticipated.

The bill requires municipally owned utilities to report annually to the State Energy Conservation Office (SECO) the combined effects of the energy efficiency activities of the utility from the previous calendar year, including the utility's annual goals, programs enacted to achieve those goals, and any achieved energy demand or savings goals.
 
The bill also requires SECO to provide these reports to the Texas Engineering Experiment Station's Energy Systems Laboratory (ESL) to calculate the amount of energy savings achieved as a result of the implementation of the energy efficiency programs. 
 
The bill finally requires the ESL to report the total savings for all municipally owned utilities to the PUC, ERCOT, EPA and TCEQ.
