SB1058 by Nichols (Relating to the transfer of certain state property from the Department of Aging and Disability Services to the Angelina and Neches River Authority.), As Engrossed

No fiscal implication to the State is anticipated.

The bill relates to the transfer of certain state property from the Department of Aging and Disability Services (DADS) to the Angelina and Neches River Authority.
 
The bill would direct DADS to transfer a parcel of land in Angelina County, the boundaries of which are specified in the bill, from DADS to the Angelina and Neches River Authority.  This transfer would occur upon enactment of the bill, and would require the Authority to use the property in a manner that primarily promotes a public purpose of the state by using the property to manage water resources.  The property would revert to DADS if certain conditions are not met.  The bill would allow the state to retain all oil, gas, and other mineral rights on the property. 
 
The bill would take effect immediately upon enactment, assuming that it received the requisite two-thirds majority votes in both houses of the Legislature.  Otherwise, it would take effect September 1, 2011.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
