The bill would add a requirement that at least one of the Tax Relief for Pollution Control Property Advisory Committee members be a representative of a school district which is subject to wealth equalization requirements under Education Code, Chapter 41. The Texas Commission on Environmental Quality (TCEQ) would be required to appoint the new member(s) as soon as practicable after the act would become law on September 1, 2011 or immediately if it receives a vote of two-thirds of all the members elected to each house.
