No fiscal implication to the State is anticipated.
The bill would amend the Water Code to specify that a district is presumed to have considered appropriate factors when establishing customer classes and rates and determined such rates and fees appropriately absent a showing by a ratepayer at a hearing on an appeal that the district had no reasonable basis for its action.
