No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to include in the definition of a "district," a conservation and reclamation district operating under Chapter 49 of the Water Code that could enter into certain strategic partnerships with a municipality. The term would not include a groundwater conservation district operating under Chapter 36 of the Water Code or a special utility district operating under Chapter 65 of the Water Code.

The bill also would add that a district or the area of a district annexed for limited purposes under Section 43.0751 of the Local Government Code, must be in the municipality’s extraterritorial jurisdiction, and contiguous to the corporate boundaries of the municipality or an area annexed by the municipality for limited purposes, unless the district consents to noncontiguous annexation under a strategic partnership agreement with the municipality.
