No significant fiscal implication to the State is anticipated.

Under the provisions of the bill, residents of Arkansas who register at Texas A&M University - Texarkana, would be charged the resident tuition fee for courses taken at Texas A&M Texarkana.  Under current law residents of the Arkansas county immediately adjacent to the county in which Texas A&M Texarkana is located pay the resident tuition fee while residents of other Arkansas counties pay the nonresident tuition fee.  Prior to 2010, all residents of Arkansas were charged the resident tuition fee for courses taken at Texas A&M Texarkana.  It is assumed that while provisions of the bill would decrease tuition revenue collected by Texas A&M Texarkana, this decrease is not considered significant.

The bill would require that distance education course hours taken by nonresidents who reside in a county immediately contiguous to the county in which Texas A&M Texarkana is located and pay resident tuition rates be included in the instruction and operations formula for general academic institutions.  It is assumed that general revenue funding for the instruction and operations formula would not be increased pursuant to these hours being included in the formula.
