LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

April 25, 2011

TO:
Honorable Jane Nelson, Chair, Senate Committee on Health & Human Services

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
SB1289 by Watson (Relating to the requirement that health care practitioners wear photo identification badges.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 112, Occupations Code, relating to multiple health care practitioners, to require that all health care practitioners wear an identification badge during all patient encounters unless precluded by certain protocols. A violation of this requirement would be considered to be a violation of the license holder's licensing law.  The bill would take effect September 1, 2011. The Department of State Health Services indicates that implementation of the bill could be accomplished using existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
