No significant fiscal implication to the State is anticipated.
The bill would define "previously mined land," with respect to areas mined for coal. The bill would prohibit the Railroad Commission from denying a coal mining permit application from an applicant that has received a violation for a coal mine that is on previously mined land, if the violation occurred because of an event or condition that was not considered in the permit application for the respective coal mine. The bill would also make changes to requirements for those performing reclamation activities on coal mines. The bill's passage is not expected to have an impact on the workload of the Railroad Commission.
