No fiscal implication to the State is anticipated.

The bill would implement the recommendation in the report, "Improve Accountability of Tech Prep Consortia" in the Legislative Budget Board's Government Effectiveness and Efficiency Report, submitted to the Eighty-second Texas Legislature, 2011.

The bill would require the Texas Education Agency to establish procedures for school districts and open-enrollment charter schools to accurately identify and report high school students as participants in a Tech Prep program of study.  The bill would also require the Texas Higher Education Coordinating Board to conduct annual evaluations of Tech Prep consortia and provide them with written evaluation findings and recommendations. The evaluations would be required to be conducted on-site at least once every four years.
