TO: | Honorable Jane Nelson, Chair, Senate Committee on Health & Human Services |
FROM: | John S O'Brien, Director, Legislative Budget Board |
IN RE: | SB1448 by Zaffirini (Relating to consent for treatment for chemical dependency in a treatment facility and required training for the facility's intake personnel.), As Introduced |
The bill would amend Chapter 462, Health and Safety Code, by authorizing psychologists, social workers, professional counselors, and chemical dependency counselors to explain certain information to a patient before the administration of a therapy, medication, or treatment; current statute specifies only the treating physician. The bill would require eight hours of inservice training before a person conducts an intake or assessment for a treatment facility. The bill would take effect September 1, 2011.
The Department of State Health Services indicates that promulgation of rules could be completed with existing staff resources.
