No significant fiscal implication to the State is anticipated.
The bill amends Health and Safety Code, Chapter 464, to provide that the Department of State Health Services (DSHS) may require an inspection of a chemical dependency treatment facility before renewing a license, unless the applicant submits an accreditation review from the Commission on Accreditation of Rehabilitation Facilities or the Joint Commission in accordance with Section 464.0055, which provides certain criteria that must be met to allow for this alternative means of satisfying certain licensing and program participation requirements for these facilities.
DSHS anticipates that few facilities will seek accreditation through this process due to the high cost it would entail. Additionally DSHS intends to continue conducting initial inspections, routine complaint inspections and other licensing activities for those facilities that voluntarily seek accreditation; therefore the agency anticipates no significant fiscal impact associated with the provisions in the bill.
