No significant fiscal implication to the State is anticipated.
The bill would clarify provisions relating to the applicability of energy savings performance contracts to both new and existing facilities and would authorize state agencies or institutions of higher education to use any available funding, other than money borrowed from the state, to pay the provider of energy or water conservation measures. The bill would stiplulate that a state agency or institution of higher education would not be required to pay for energy or water conservation measures solely out of the savings realized under the energy saving performance contract.
Local Government Impact
