SB1488 by West (Relating to the purchasing and contracting practices of junior college districts; providing criminal penalties.), As Introduced

No fiscal implication to the State is anticipated.

The bill would require larger, urban community college districts to adopt a policy to increase contracting with historically underutilized businesses.

It would also require each affected district to publish a report of the total number and value of contracts awarded by the district in the preceding fiscal year and the number and value of those contracts awarded to historically underutilized businesses.

The bill would require the publication of this report in a newspaper of general circulation in the county in which the majority of the territory or population of the district is located not later than the 60th day following the last day of the district's fiscal year.


Local Government Impact

No significant fiscal implication to units of local government is anticipated. 

However, there would be undetermined local costs associated with the bill's requirement to create and implement a policy to increase contracting with historically underutilized businesses.  There would also be local costs associated with the bill's newpaper publishing requirements.
