The bill would require larger, urban community college districts to adopt a policy to increase contracting with historically underutilized businesses. It would require each affected district to report in a newspaper of general circulation the total number and value of contracts awarded by the district in the preceding fiscal year and the number and value of those contracts awarded to historically underutilized businesses.
The bill also stipulates a framework for the purchasing and contracting practices of public community colleges. The bill would make district purchases of goods or services subject to audit by the state auditor.
No significant fiscal implication to units of local government is anticipated.
However, there would be undetermined local costs associated with the bill's requirement to create and implement a policy to increase contracting with historically underutilized businesses. There would also be local costs associated with the bill's newpaper publishing requirements.
