SB1531 by Hinojosa (Relating to the amount of a surcharge assessed on conviction of certain offenses relating to the operating of a motor vehicle while intoxicated against the driver's license of persons who complete an alcohol or drug treatment program.), As Introduced

While the overall fiscal impact to state administrative costs would not be significant, the enactment of the bill would result in an indeterminate loss of revenue to the state.


The bill would amend the Transportation Code to indicate certain defendants who complete certain drug or alcohol treatment programs would not be considered convicted of an offense for purposes of the Driver Responsibility Program. The bill would take effect September 1, 2011.

 

Defendants would not be required to pay applicable Driver Responsibility Program surcharges upon completion of the applicable programs. The Comptroller of Public Accounts indicated there would be an indeterminate loss of revenue to the General Revenue Fund and the Trauma Facility and EMS Fund.


Local Government Impact

No significant fiscal implication to units of local government is anticipated.
