LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

May 27, 2011

TO:
Honorable David Dewhurst, Lieutenant Governor, Senate
Honorable Joe Straus, Speaker of the House, House of Representatives

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
SB1534 by Shapiro (Relating to the operation, certification, and accountability of career schools or colleges.), Conference Committee Report

No significant fiscal implication to the State is anticipated.

The bill would amend the Education Code relating to the operation, certification, and accountability of career schools or colleges.

Under provisions of the bill, the Higher Education Coordinating Board would be required to include within the Board's higher education accountability system any career schools and colleges in this state that offer degree programs. The Board would consult with affected career schools and colleges regarding the imposition of reporting requirements on those entities; and adopt rules that clearly define the types and amounts of information to be reported to the Board.

Based on the analysis of the Higher Education Coordinating Board, the Texas Workforce Commission and the Comproller of Public Accounts, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
