LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

May 3, 2011

TO:
Honorable Kel Seliger, Chair, Senate Committee on Redistricting, Select

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
SB1556 by Rodriguez (Relating to requirements for reapportionment of congressional districts.), As Introduced

No significant fiscal implication to the State is anticipated.

This bill adds Chapter 307 to the Government Code and outlines principles and procedures to be utilized by the Legislature in the Congressional redistricting process. It provides a timetable for enacting a congressional redistricting plan. The Texas Legislative Council (TLC) would forward the five highest-rated plans to the Supreme Court of Texas, which would adopt a submitted plan as the state’s official plan.

While TLC would provide technical assistance, any additional fiscal impact could be absorbed within existing resources. Some delay in the Court's regular docket may result from this bill, but no significant fiscal impact is anticipated.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
