The bill would amend the Government Code to prohibit fusion centers from reviewing, collecting, or maintaining certain elements of noncriminal, health, biometric, or identification information of any individual or group, association, corporation, business, partnership, or other organization unless the information directly relates to criminal conduct or activity and reasonable suspicion is present. The bill would take effect immediately upon a two-thirds vote of all the members in each house. Otherwise, the bill would take effect September 1, 2011.
