LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

May 19, 2011

TO:
Honorable Dan Branch, Chair, House Committee on Higher Education

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
SB1724 by Zaffirini (Relating to conditions on the receipt of tuition and fee exemptions at public institutions of higher education.), As Engrossed

No significant fiscal implication to the State is anticipated.

Under provisions of the bill, the continued eligibility for certain tuition and fee exemptions would be contingent on meeting certain requirements. The bill includes hardship provisions as well as exemptions that the new provisions would not apply to. The bill would be effective beginning in fall 2012. Some institutions have responded that there could be increased tuition revenue due to students not meeting the new requirements, but the increased tuition revenue is not considered significant. Any administrative costs associated with the bill would be absorbed within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
