The Adjutant General’s Office estimates that 60 state employees could qualify for the additional benefit established in the bill. Emergency leave time is not paid, it is either used or it is lapsed. There could be some impact to agencies' work output, however, it is assumed that essential services would not be affected.
The bill would take effect September 1, 2011.
