IN RE:	SB1737 by Van de Putte ( Relating to accrual and use of leave of absence for certain training or duty, including military training or duty, by public employees and officers.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would authorize a public employee who is a member of the state military forces and who is currently eligible for a paid leave of absence for authorized training or duty to carry forward unused leave not to exceed 45 workdays.  In addition, the bill specifies that a state employee called to federal active duty for certain purposes is entitled to receive paid leave for not more than 22 workdays without loss of military leave.  

The Adjutant General’s Office estimates that 60 state employees could qualify for the additional benefit established in the bill.  Emergency leave time is not paid, it is either used or it is lapsed. There could be some impact to agencies' work output, however, it is assumed that essential services would not be affected. 

The bill would take effect September 1, 2011.
