The bill would amend the Transportation Code to require an officer to inform a person orally and in writing prior to requesting a person to submit to the taking of a specimen and if the person refuses, the officer may apply for a warrant authorizing the specimen to be taken involuntarily.
The bill would take effect September 1, 2011.
