LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

April 12, 2011

TO:
Honorable Leticia Van de Putte, Chair, Senate Committee on Veteran Affairs & Military Installations

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
SB1796 by Van de Putte (Relating to the creation of the Texas Veterans Council.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would establish the Texas Veterans Council to provide guidance and coordinate health and human services systems that assist servicemembers and their families. The bill would require the executive commissioner of the Health and Human Services Commission (HHSC) to appoint certain members of the Council no later than September 30, 2011. The Council would be administratively attached to HHSC. The bill would direct the Council to submit a report no later than December 1 of each even-numbered year to the governor, lieutenant governor, speaker of the house of representatives and members of the legislature.

The bill would take effect immediately if it receives a vote of two-thirds of all members elected to each house. If not, the bill would take effect September 1, 2011.

Based on this analysis, it is assumed that any additional work resulting from the passage of the bill could be reasonably absorbed within current resources of the agencies that would support the Council or would provide representatives to serve on the Council.

Local Government Impact

No fiscal implication to units of local government is anticipated.
