No significant fiscal implication to the State is anticipated.

The bill would establish the Texas Coordinating Council for Veterans Services to coordinate the activities of state agencies that assist servicemembers and their families, coordinate outreach efforts, and facilitate collaboration among state, federal and local agencies and private organizations to identify and address issues affecting veterans, servicemembers and their families. The Council would be composed of the executive head or a designated representative of the Texas Veterans Commission (TVC), the Veterans' Land Board, the adjutant general's department, and the Health and Human Services Comission (HHSC). The bill would authorize other members to serve on the board depending on the subject that the Council is addressing. The Council would be administratively attached to the Texas Veterans Commission (TVC). The bill would direct the Council to submit a report no later than October 1 of each even-numbered year to the governor, lieutenant governor, speaker of the house of representatives and chairs of the appropriate committees of the legislature.

The bill would take effect September 1, 2011.

Based on this analysis, it is assumed that any additional work resulting from the passage of the bill could be reasonably absorbed within current resources of the agencies that would support the Council or would provide representatives to serve on the Council.
