No fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $105,495.


The resolution proposes constitutional amendments to Section 5 and Section 7, Article XI of the Texas Constitution to authorize the Legislature by general law to allow municipalities and counties that meet certain criteria to enter into interlocal contracts with other municipalities or counties without meeting the tax assessment and sinking fund requirements. Current statute prohibits a municipality from altering, amending or repealing a charter oftener than every two years.
 
The proposed amendment would be submitted to voters at an election to be held November 8, 2011.
