The provisions of the bill that are the subject of this analysis would amend the Government Code by removing the offense of continuous sexual abuse of young child from extraordinary vote for parole release, designated child safety zone, and parole supervision fee provisions. The offense of continuous sexual abuse of young child is currently punishable as a felony of the first degree by imprisonment in the Texas Department of Criminal Justice for life, or for any term of not more than 99 years or less than 25 years.
 
The impact of the bill on correctional populations would depend on how many persons would be affected by the proposed statute compared to existing statute. In fiscal year 2010, approximately 71 individuals were arrested, and of those arrested less than 10 were admitted to prison, and less than 5 were placed under felony community supervision for the offense of continuous sexual abuse of young child. For this analysis, it is assumed the number of offenders affected by the provisions of this bill would not result in a significant impact on the programs and workload of state corrections agencies or on the demand for resources and services of those agencies.
