IN RE:
HB1766 by Crownover (Relating to the creation of a voluntary consumer-directed health plan for certain individuals eligible to participate in the insurance coverage provided under the Texas Employees Group Benefits Act and their qualified dependents.), Committee Report 1st House, Substituted

In response to your request for an Actuarial Impact Statement on CSHB 1766 (relating to the creation of a voluntary consumer-directed health plan for certain individuals eligible to participate in the insurance coverage provided under the Texas Employees Group Benefits Act and their qualified dependents ) the Pension Review Board (PRB) has determined the following:

CSHB 1766 amends Chapter 1551 of the Insurance Code by adding a new subchapter that would require the Employees Retirement System (ERS) to establish a consumer-directed health plan (CDHP) which includes a high deductible health plan and a health savings account (HSA) as an option for the Group Benefit Program (GBP) participants and their dependents. .

The proposed bill, if enacted, will not have an actuarial effect on the retirement funds administered by ERS because it does not propose to change the funding or obligations of the public retirement system.
