LEGISLATIVE BUDGET BOARD
Austin, Texas

OPEN GOVERNMENT IMPACT STATEMENT

82ND LEGISLATIVE REGULAR SESSION

April 6, 2011

TO:
Honorable Jeff Wentworth, Chair, Senate Committee on Open Government, Select

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
SB1638 by Davis (Relating to the exception of certain personal information from required disclosure under the public information law.), As Introduced

As a result of this bill there will be a restriction upon the access to government information.

The bill would add emergency contact information to information exempt from public disclosure. This would apply to current and former government officials or employees; peace officers; current and former Texas Department of Criminal Justice employees; commissioned security officers; and officers and employees of a community supervision or corrections department. The bill would also exempt information from drivers' licenses and permits from another state or country; current law only exempts information from agencies of this state. Finally, the bill would make copies of government employees' identification badges confidential.
