Pursuant to a notice posted on February 16, 2011, the House Committee on Appropriations met in a public hearing and was called to order by the chair, Representative Pitts, at 7:10 a.m.

The initial quorum call was answered as follows: Representatives Pitts; Turner; Aycock; Button; Chisum; Crownover; Darby; Gooden; Hochberg; Johnson; King, Susan; Margo; Martinez, "Mando"; McClendon; Miller, Doug; Morrison; Otto; Schwertner; Shelton; Torres; and Zerwas.

A quorum was present.

Department of Housing & Community Affairs

The chair laid out the subcommittee recommendations for the Department of Housing & Community Affairs.

Representative Darby moved the adoption of the subcommittee recommendations. The motion was adopted without objection.

Texas Lottery Commission

The chair laid out the subcommittee recommendations for the Texas Lottery Commission.

Representative Miller moved the adoption of the subcommittee recommendations. The motion was adopted without objection.

Department of Motor Vehicles

The chair laid out the subcommittee recommendation for the Department of Motor Vehicles.

Representative Miller moved the adoption of the subcommittee recommendations. The motion was adopted without objection.

Texas Department of Rural Affairs

The chair laid out the subcommittee recommendations for the Texas Department of Rural Affairs.

Representative Johnson moved the adoption of the subcommittee recommendations. The motion was adopted without objection.

Department of Transportation

The chair laid out the subcommittee recommendations for the Department of Transportation.

Representative Giddings moved to pend item I under Performance Review & Other Budget Recommendations. The motion was adopted without objection.

Representative Gooden moved to adopt the subcommittee recommendations as amended. The motion was adopted without objection.

Texas Workforce Commission

The chair laid out the subcommittee recommendations for the Texas Workforce Commission.

Representative Torres moved the adoption of the subcommittee recommendations. The motion was adopted without objection.

Reimbursements to the Unemployment Compensation Benefit Account

The chair laid out the subcommittee recommendations for the Reimbursements to the Unemployment Compensation Benefit Account.

Representative Miller moved the adoption of the subcommittee recommendations. The motion was adopted without objection.

Special Provisions Relating to Business & Economic Development

The chair laid out the subcommittee recommendations for the Special Provisions Relating to Business & Economic Development.

Representative Gooden moved to adopt the subcommittee recommendations. The motion was adopted without objection.

At 8:12 a.m., on the motion of Representative Pitts and without objection, the meeting was adjourned until 7:00 a.m., Thursday, February 24, 2011.
