Pursuant to a suspension of the 5-day posting rule on March 15, 2011, the House Committee on Appropriations met in a public hearing and was called to order by the chair, Representative Pitts, at 4:37 p.m.

 

The initial quorum call was answered as follows: Representatives Pitts; Turner; Aycock; Button; Chisum; Crownover; Darby; Dukes; Eiland; Giddings; King, Susan; Margo; Martinez, "Mando"; McClendon; Morrison; Otto; Patrick, Diane; Riddle; Schwertner; Shelton; and Zerwas.

 

A quorum was present.

Article X

 

The chair laid out the recommendations for Article X.

 

Representative Turner moved to adopt the recommendations for Article X.  The motion was adopted without objection.

 

 

Article I

 

The chair laid out the subcommittee recommendations for Article I pending items and riders.

 

(Representative Villarreal now present.)

 

Representative Dukes moved to amend the Film and Music Marketing rider in the rider packet.  The motion was adopted without objection.

 

Representative Otto moved to adopt the subcommittee recommendations for Article I pending items and riders as amended.  The motion was adopted without objection.

 

 

Article V

 

The chair laid out the subcommittee recommendations for Article V pending items and riders.

 

Representative Otto moved to amend the Tax Amnesty Program rider and the Contingency Rider for HB 275 in the decision document.  The motion was adopted without objection.

 

Representative Otto moved to adopt the subcommittee recommendations for Article V pending items and riders as amended.  The motion was adopted without objection.

 

 

Article IV

 

The chair laid out the subcommittee recommendations for Article IV pending items.

 

Representative Otto moved to adopt the subcommittee recommendations for Article IV pending items.  The motion was adopted without objection.

 

 

Article VI

 

The chair laid out the subcommittee recommendations for Article VI pending items and riders.

 

Representative Darby moved to adopt the subcommittee recommendations for Article VI pending items and riders.  The motion was adopted without objection.

 

 

Article VII

 

The chair laid out the subcommittee recommendations for Article VII pending items and riders.

 

Representative Darby moved to adopt the subcommittee recommendations for Article VII pending items and riders.  The motion was adopted without objection.

 

 

Article VIII

 

The chair laid out the subcommittee recommendations for Article VIII pending items.

 

Representative Darby moved to adopt the subcommittee recommendations for Article VIII pending items.  The motion was adopted without objection.

 

 

Article II

 

The chair laid out the subcommittee recommendations for Article II pending items and riders.

 

Representative Zerwas moved to delete the Fostering Competition and Choice rider in the decision document.

The motion was adopted without objection.

 

Representative Zerwas moved to delete the modification of the DSHS Estimated Appropriation and Unexpended Balance: Permanent Tobacco Funds rider in the rider packet.  The motion was adopted without objection.

 

Representative Zerwas moved to adopt the subcommittee recommendations for Article II pending items and riders as amended.

 

Representative Turner objected.

Article XI

 

The chair laid out the recommendations for Article XI.


Representative Crownover moved to include the School Readiness Models rider for the Texas Workforce Commission in Article XI.  The motion was adopted without objection.

 

Representative Turner moved to adopt the recommendations for Article XI as amended.  The motion was adopted without objection.

 

 

Final Directives

 

The chair issued final directives to the Legislative Budget Board staff.

At 8:45 p.m., on the motion of Representative Pitts and without objection, the meeting was adjourned.
