Pursuant to an announcement from the house floor on
May 19, 2011, and being granted permission to meet while the House was in
session on May 19, 2011, the House Committee on Appropriations met in a formal
meeting and was called to order by the chair, Representative Pitts, at 8:20
p.m.
The initial quorum call was answered as follows:

Representative Crownover offered a complete
committee substitute.
The committee substitute was adopted without
objection.

Representative Otto moved that SJR 5, as
substituted, be reported favorably to the full house with the recommendation
that it do pass and be printed. The
motion prevailed by the following record vote:
